Information on the Lycée’s “Parental Policies, Rules and Procedures” Acceptance Form

Dear Parents,
The administration has recently sent parents several documents to sign and return either on the first day of school or no later than 15 September 2025.
Over the past few days, many of you have raised concerns about one document in particular: “PARENTAL POLICIES, RULES AND PROCEDURES ACCEPTANCE FORM – 2025-2026.” as shown below :

This year’s version has been significantly modified compared to previous years. After careful review, the CIPL wishes to draw your attention to the following points:
- Blank check for re-enrollment advances
By signing, parents authorize the administration to set the amount of the “advance for re-enrollment” without a fixed reference.

Unlike previous years, the financial regulation approved at the School Council (“Conseil d’Établissement”) of 2 July 2025 states: “The amount of this advance will be subject to a decision by the establishment’s administration.”
- Acceptance of future additions and changes
By signing, parents accept in advance any tuition fee increases, including those that could be imposed during the school year.
In addition, parents grant the school the power to modify existing policies or introduce new ones without consultation.
Responsibility shifted to parents Parents would also be committing to check the school website regularly and to identify on their own any changes made to regulations or procedures — even those not submitted to or voted on by the School Council.
The School Council is the legal and democratic body where budgets, regulations, and policies are to be debated and voted.
It is required to ensure constructive exchange between administration, staff, students, and parents, respect for differing views,compliance with the French Code of Education and AEFE circulars.
- By asking parents to sign this document in its current form, the administration effectively bypasses this process, granting itself unilateral authority over budgets, tuition fees, and policies and procedures.
- By asking parents to sign this document the responsibility to remain informed of any policy changes is transferred to parents, and the school doesn't need to either inform or subject those to a vote.
On the 9th of July and again last week, we alerted the APL to this serious issue and requested a meeting with the administration.
We welcome the financial director’s response, shared with both associations, but the CIPL considers it insufficient.
The amount of the advance — like tuition fees — must be clearly set, communicated in advance, and subject to the opinion or approval of the School Council.
The APL has sought to reassure families by stating that tuition fees “will not increase.” However, the letter we received only specifies that an increase is “not planned"which does not provide the same guarantee.
Until these matters are formally clarified, ratified, and published, parents cannot know in advance the sums they will be required to pay in the coming months.
Our recommendation: At this stage, and pending a constructive and respectful discussion with the administration, we advise parents to wait until the 15 September 2025 deadline before submitting the signed form.
