📣 Ce ne sont pas des promesses, ce sont nos droits – DĂ©fendons-les avec le CIPL

Since its creation, the Collectif Indépendant des Parents du Lycée (CIPL) has committed itself to being an independent, informed, and constructive voice for parental representation. Yet some criticisms persist: that CIPL "makes promises it cannot keep" — whether about welcoming new families, school meals, or, most notably, the budget and investments.

➡️ These criticisms stem from a lack of understanding of how our school governance truly works and what rights parent representatives actually have.

📊 Budget and Parental Involvement: a Right, Not a Dream

Contrary to popular belief, parents should not be excluded from the development of the Lycée’s budget. Since AEFE Circular 732 (June 2022), consultation with parent representatives ahead of the budget process is actually mandatory.

👉 This is not a formality:

  • This right is enshrined in official regulations.
  • The AEFE itself, in its 2021–2023 Objectives Agreement, acknowledges the need to better involve parents in financial decisions — particularly because parents fund a significant portion of the AEFE network.

⚖️ A Consultative Role… But an Influential One

Many underestimate what "consultative" means in administrative law.

🟢 A consultative opinion must be taken seriously.
If the administration chooses not to follow it, it must justify its decision — or risk legal action for abuse of power.

🔍 A concrete example: during the vote on the 4% tuition fee increase, the head of school’s opportunity report — supported by the parent representatives — was incorporated into the AEFE’s final decision.

➡️ Proof that representatives can influence outcomes when they act rigorously.

🍽️ Meals, Outings, Welcoming Families: Amplifying Parents’ Voices

Similarly, CIPL’s proposals regarding school meals, outings, or the integration of new or non-French-speaking families aren’t magic solutions, but rather commitments to carry forward the needs of families.  

🎯 The role of representatives is not to set menus or plan trips,
but to ensure that the needs expressed by families are factored into educational and logistical planning, so that every child can find their place and feel welcome.

✅ Promises? No — Rights That Already Exist and Should Have Been Activated

What some call “unrealistic promises” are actually:

  • existing rights,
  • that are underused or little known,
  • and which CIPL strives to activate to defend the interests of families.

🎯 CIPL does not promise the impossible. We will act with method, transparency, and rigor to enforce families' rights and better represent their interests.
